The French association ADULLACT (Association des Développeurs et Utilisateurs de Logiciels Libres pour les Administrations et les Collectivités Territoriales) was created in 2002 in France to «design, develop and promote a common heritage of open business applications». The goal of the SYSTEM@TIC PARIS-REGION cluster is to give the Ile-de-France visibility at global level for its work in designing, building and administering complex systems. Of the 340 players involved, 80 are large enterprises, and 80% of the affiliated small-to-medium companies and industries are directly involved in the cluster’s projects. Subscribers also include 140 research laboratories, and 15 regional authorities. The cluster has set up its own internal think-tank dedicated to the theme of openness, with the aim of coordinating Open Software players and their projects in the Ile-de-France.
