SOA, mobility, SAAS, Cloud,… IT Managers are today faced with rapidly changing information systems. At the heart of these revolutions is Open Source. Having become established firstly via infrastructures, and then via middleware, Open applications are now starting to make headway with business applications. The impact they are having is considerable: according to Forrester, Open Source has now become «the hidden backbone of the software industry». According to Gartner, "nearly 30% of IT services and solutions could be based on Open Source by 2012". For IT Managers, this promises to bring both risks and opportunities. Some IT departments, like those of new Internet players, now exploit Open Source applications on a huge scale. Other, more conservative IT Managers try to limit the use of Open Source, while often remarking on the fact that Open Source applications have already extensively infiltrated their infrastructures, and 90% of software vendors solutions. Everyone is asking the same questions: where and when is Open Source best used? What governance policies should we put in place? From collaborative development to “Community Sourcing”, is Open Source bringing about a new approach to IS management? Organized by IT Managers, for IT Managers in the framework of the Open World Forum, the Open CIO Summit offers, for the first time in Europe, an opportunity for IT Managers to exchange and share experience and best practices on the subject. The objective: through plenary networking sessions and pragmatic discussion groups, to define scenarios for usage and best governance practices, and to debate the possible strategies. One tangible deliverable of this Summit will be to put together a guide to the best Open Source governance practices for IT Managers.

As an IT Manager, what do I stand to gain from Open Source? What are the risks involved? What am I losing? How do I present my Open Source choices to my senior management team? How do I handle the relationship with communities, publishers and integrators?

From a purely operational point of view, how are Open Source components implemented in an information system? And what happens if I find my IS is filled up with Open Source without my knowing it? Can I control where Open Source is employed? Vertical integration, frequency of updates, etc.: what problems must I anticipate? Competence, support, patch management, intellectual property, etc: what measures should I take? Must I have an Open Source policy, and if yes, what should it be? What is the impact on my IT governance?

WORKSHOP led by a participating CIO - PERSPECTIVES: IS OPEN SOURCE FOSTERING A NEW APPROACH TO INFORMATION SYSTEM MANAGEMENT?
Beyond the utilization of open components, does Open Source herald for the future a new method of constructing IS and of collaborative working for business applications? Agile methods: «digital natives», etc.: does this require a change of culture? What is the impact on the HR Manager, or on work contracts? Is Open Source a driver for the re-internalization of competences and wealth creation? Must I contribute to Open Source communities? Would it be possible to engage in a project outside my own enterprise for community development of business components? Is Open Source always compatible with my enterprise's DNA? What changes might there be? What about rejections? How can I be successfully involved in this process? What are the risks, and the errors to avoid?
