Noel Dickover is a co-founder of CrisisCommons, which is a movement of technology volunteers that has transformed the way regular citizens can impact crisis-response efforts in a disaster. For his day job, Noel is currently supporting the US Department of State's, heading up their Civil Society 2.0 implementation effort. Civil Society 2.0 is an initiative to convene the technology community to assist NGOs involved in areas such as disaster response, digital freedom and environmental issues. Recently, as a consultant to the Department of Defense, Noel has served as one of the principle authors of DoD's social media policy (Responsible and Effective Use of Internet-based Capabilities), and also way a key contributor to a number of open government efforts which were recognized in the Administration's report titled, "Open Government: A Progress Report to the American People". Noel is also a Board Member for the Open Forum Foundation, a non-profit devoted to fostering responsive, open government. He has been published on a number of subjects, and has an MS degree in Cybernetics and General Systems Theory focusing on organizational change and a bachelor's degree in Anthropology.
